ORTHPARTNERS is delighted to welcome Dr. Jörg Wacker, a renowned Lawyer former partner at Dr. Ganteführer, Marquardt & Partner mbB, to the team. Dr. Wacker brings outstanding and wide-ranging expertise, particularly in municipal law, in providing commercial law advice to municipalities and municipal enterprises, as well as in municipal constitutional law and in crisis consulting for municipal executives. 

As counsel for cities and municipalities, Jörg Wacker has conducted major proceedings before the Constitutional Court for the state of North Rhine-Westphalia over the last twenty years regarding the NRW municipal financial equalization system, for example on uniform burdens, AG-SGB II, solidarity levy or fictitious assessment rates. Jörg Wacker also advises local authorities on major real estate projects and their facilities for art and culture.

In complex and challenging situations, he is the go-to person for many municipalities and is regarded as one of the leading advisors to the municipal sector.

Jörg Wacker will primarily be based at the Düsseldorf office of the full-service law firm. After studying at the universities of Bonn, Innsbruck, and Münster, Dr. Wacker earned his doctorate in public law in 1999. His professional career includes positions at leading law firms in Düsseldorf, as well as nearly 25 years as a partner at Dr. Ganteführer, Marquardt & Partner.

His publications on topics related to local government studies—which have been recognized with awards such as the Difu Prize from the German Institute for Urban Studies—underscore Dr. Wacker’s commitment to innovative and sophisticated solutions.
